How did things go so far off the rails?

Partisanship is as old as the Republic, and yet for most of our history, the process found a way to get some things done instead of just chasing its tail. In the past on the Hill, there were partisan fights daily, but there were also more results.

It is in pondering this question that we have launched The Civility Project — a new initiative by the Centre for Responsible Leadership, a 501(c)(3) non-profit organization dedicated to assembling global thought leaders to find concrete solutions to the major challenges plaguing our world today. This issue was first introduced to CRL on the \"Restoring Civility to Public Discourse” panel with Sen. Joe Lieberman and Amb. Nancy Brinker at the United Nations in 2019.

We need your help. We don’t want this to be another Washington cliché that starts with a press release and a panel discussion before fading into the rubble of status quo.

What steps can we put into motion that motivate not necessarily nonpartisanship or even bipartisanship, but responsible partisanship and civil debate? As the oldest democracy in the world, we cherish our differences. They can spur us to listen to each other, to engage each other, and to build structures more enduring than any single viewpoint would engender in a vacuum.

To meet our current and future challenges head-on and leave a world that our children can enjoy and thrive in, we need to preserve the space for rational debate, respectful disagreement and constructive compromise. Faith should be a unifying factor among the peoples of the world. However, it is all too often misused to divide. We need to use the commonalities of our great religions to promote the shared values of faith and education, and a shared appreciation of each of our unique religious heritages. How do we eliminate the breeding ground for groups like Da’esh (ISIS) in the Middle East, the Ku Klux Klan in the United States or neo-Nazis in Europe? And how do we leverage interfaith understanding into real solutions for our communities?

Gender equality is a fundamental human right. And the empowerment of women and girls is fundamental to building a peaceful, prosperous and sustainable world. Even as laws around the world are becoming increasingly more progressive, true gender equality is being hampered by the unacceptably high level of women and girls who experience physical and sexual violence. And all too often, women and girls find that in practice they are denied equal access to education, health care, decent work and political and economic opportunities. How do we unleash their full potential?

In the last few years, leaders across the planet have been confronted with a global pandemic, while at the same time we here in the U.S. have experienced a rapid deterioration of civility, as evidenced by the violent assault on democracy at the U.S. Capitol on January 6, 2021. There is, as a result, a unique and urgent necessity to bring people together to create a new way forward from which all people can benefit.

CRL is a non-partisan space for all, but we welcome healthy and vigorous debate on the issues we will consider together. It is not whether we disagree, but how we disagree, that makes us responsible leaders.

What makes a responsible leader? We have our own ideas, but we also welcome yours. Ultimately, you decide if you are a responsible leader.

To assist faith leaders in guiding their communities toward ending stigma, preventing addiction, and supporting recovery, CRL, the Clinton Foundation and Johns Hopkins are cohosting an event to kick off their combined work to help combat the crisis.

Overview

The Clinton Foundation, the Johns Hopkins Bloomberg School of Public Health and The Centre for Responsible Leadership, please consider this invitation to join a very select group of faith leaders to serve as a member of the Executive Committee for a comprehensive effort of education and action to address the opioid crisis. This program will foster a dialogue between faith and science and the common ground that they share. The dialogue, which will start in 2021 with a virtual discussion series, will culminate with the creation of a consensus statement that outlines the role of faith leaders in addressing the overdose crisis and actionable steps for faith leaders and their congregations to bring hope and healing to lives touched by addiction.

More than 71,000 Americans died from drug overdose in 2019 and more than two-thirds of these deaths were attributed to opioids. Since COVID-19’s onset, overdose deaths have accelerated across the country and are on track to vastly exceed the number of deaths recorded last year. More than 20 million Americans have a substance use disorder and only ten percent receive treatment. Stigma — at the individual, family, and societal levels — is seen as a primary barrier to treatment and recovery from substance use disorders.

In congregational settings, stigma often manifests as a moral failing or lack of faith. This harmful view of addiction and mental illness prevents faith leaders and their congregations from being true to their charge as ambassadors of healing and reconciliation.

Despite these and other challenges, millions of Americans find recovery from substance use disorders and lead full lives. Research illustrates community connection and a vibrant spirituality — which congregations provide — are key foundations for sustaining continuous, long-term recovery. Many individuals who struggle with substance use disorders, as well as those in recovery, are active members of congregations yet hide this part of their identity because of stigma. Nevertheless, our health stories are our faith stories, and our faith stories are our health stories.

Public health officials have long recognized that faith-based organizations can serve as natural community helpers to bring residents — including underserved and hard-to-reach populations — together with stakeholders who can broaden the reach of prevention, treatment, recovery and harm reduction programs. Faith leaders are a trusted source of support and information that influence attitudes and practices in their communities. In addition, faith leaders have a unique ability to educate and mobilize their communities to address the stigma that all too often blocks access to supportive resources. Yet faith leaders are not often equipped to respond to a substance use crisis due to lack of knowledge or formal training on addiction and familiarity with evidence-based treatment and recovery resources available to assist.

In April 2018, the Clinton Foundation’s Opioid Response Network launched the “Empowering Faith Leaders Program” to equip diverse faith leaders from across the U.S. with knowledge, skills, resources, and confidence to effectively address substance use disorders in their local communities. The program convenes faith leaders from across faith traditions for discussions, lectures and training about the opioid epidemic and evidence- informed strategies for prevention, treatment and recovery, and introduces faith leaders to local resources including prevention organizations, treatment providers, and recovery programs. The program mobilizes faith leaders to plan and execute a community-based engagement project to raise awareness about addiction, reduce stigma, and share lifesaving resources. The Opioid Response Network has worked with over 100 faith leaders in Houston, Texas; Little Rock, Arkansas; Jacksonville, Florida; and Atlanta, Georgia. Now, the Clinton Foundation, the Johns Hopkins Bloomberg School of Public Health, and The Centre for Responsible Leadership — with your guidance, participation, leadership — are excited to combine resources to overcome the opioid crisis by engaging community leaders and fostering this important dialogue about faith and science.

HE Dr. Mohammad bin Abdulkarim Al-Issa received his higher education from the University of Imam Muhammad bin Saud Islamic University in the Kingdom of Saudi Arabia, where he earned a master’s degree and a PhD in Comparative Judicial Studies (Constitutional Law).

Dr. Al-Issa has held many prestigious public offices. He worked as a judge in the Ministry of Justice until he reached the highest rank of Chief Appellate Judge. He was then appointed Vice-President of the Court of Grievances, during which time he also worked as an acting Advisor at the Royal Court.

His Excellency was appointed Minister of Justice in 2009 and a royal decree was issued, appointing him to serve as an Advisor at the Royal Court.

Dr. Al-Issa has since travelled extensively throughout the United States and Europe, meeting with dignitaries and parliamentarians from the fields of justice, law and human rights.

He currently supervises the Intellectual Warfare Center, an international center affiliated with the Ministry of Defense in the Kingdom of Saudi Arabia, dedicated to combatting extremist and terrorist ideology.

Dr. Al-Issa assumed his role as Secretary-General of the Muslim World League in August 2016 and has been actively engaged in presenting the true image of Islam, its tolerant principles, around the world. He is committed to promoting religious and intellectual awareness among Muslim minorities and works tirelessly to disseminate the values of justice, tolerance and peace.

As a proponent of constructive dialogue with followers of different faiths, civilizations and cultures, Dr. Al-Issa visited the Vatican in September 2017 to meet Pope Francis and the late Cardinal Jean-Louis Tauran, Chairman of the Pontifical Council for Interreligious Dialogue. In April 2018, Cardinal Tauran, in turn, visited the Kingdom of Saudi Arabia and signed an historic cooperation agreement which included joint programs to enhance communication and bridge gaps.

Dr. Al-Issa continues to meet with senior leaders of politics, religion, science, thought and culture, discussing ways of constructive cooperation in combating extremism and immunizing communities of different religions and cultures against the dangers of extremism.

He frequently lectures at international events and delivered a keynote speech on behalf of Muslims at the International Summit on Religion in Kyoto, Japan, presided over by the chief priest of the Tendai Buddhist sect in August 2017. He also spoke on behalf of Muslims at the 39th Meeting for Friendship Among People in the Italian city of Rimini in August 2018.

Dr. Al-Issa is the recipient of numerous domestic and international awards, including:

A. The Galileo International Award of 2018, awarded by the Galileo Foundation in Florence, Italy for his international achievements and pioneering leadership in promoting religious and cultural peace and harmony

B. The Moderation Prize of 2018, awarded by HRH Prince Khalid Al Faisal bin Abdul Aziz Al Saud, Governor of Makkah Region and Advisor to the Custodian of the Two Holy Mosques King Salman bin Abdul Aziz Al Saud, for his distinguished and outstanding efforts in promoting moderation

In April 2019, American Jewish Committee (AJC) and the Muslim World League (MWL) signed a memorandum of understanding (MOU) witnessed and supported by the Centre for Responsible Leadership. The first point of agreement in the MOU was a joint visit to AuschwitzBirkenau to mark the 75th anniversary of the Nazi-German camp’s liberation.

On January 23, 2020, dozens of Muslim dignitaries from Saudi Arabia and a score of other countries, led by the MWL’s Secretary General, H.E. Dr. Mohammed Al-Issa, joined AJC leaders, including AJC CEO David Harris, AJC President Harriet Schleifer, AJC Director of International Interreligious Affairs Rabbi David Rosen, Secretary-General of the Centre for Responsible Leadership Bawa Jain, and other senior leaders, in a visit to Auschwitz-Birkenau.

The media was there in droves to cover what was the most senior Muslim delegation ever to visit a Nazi concentration camp. Coverage ranged from The New York Times to The Washington Post, from BBC to CNN, from Al-Arabia to Arab News. This comprehensive report lists the international media coverage of the visit in detail.

The delegation stood to bear witness of the horrors that took place at Auschwitz. One of the most moving sights took place in Birkenau (aka Auschwitz II), when the MWL delegation held a prayer and memorial service near the gas chambers and crematoria.

The delegation also traveled to Warsaw to visit the Polin Museum of the History of Jews of Poland, the Tatarska Street Mosque, and the Nozyk synagogue, at which H.E. Dr. Al-Issa addressed a large group in the sanctuary, and then gathered in the Royal Castle for an interfaith and festive Shabbat dinner.

Guests at the Shabbat dinner included the Catholic Primate of Poland and leaders of other Christian communities, the Polish Foreign Minister, the Speaker of the Senate, the Polish President’s Secretary of State, the ambassadors of Australia, Canada, and Germany, and the Chief Rabbi of Poland and other local Jewish representatives.

Bawa Jain is a visionary leader in the interfaith movement throughout the world.

Mr. Jain is Founder and President of The Centre for Responsible Leadership (https://www.thecrl.org/), a non-profit organization dedicated to assembling global thought leaders to find concrete solutions to the major challenges plaguing our world today.

In addition to these activities, Mr. Jain's visionary contribution to the betterment of humanity is found in other programs that he inaugurated or has worked with , including The World Movement for Nonviolence, which fosters the practices and principles of non-violence in daily life, the Season for Nonviolence, involved in non-violence youth programs, and the Interfaith Center of New York, where he served as Vice President.

In response to the requests of UN Agencies and governments, Mr. Jain travels around the world to speak on religious diplomacy, spirituality, religion, and peace. He is published and has been the recipient of numerous awards.

Faith leaders provide critical support for individuals, families, and communities impacted by substance use disorders, and they are ideally positioned to raise awareness and prompt action. However, their contribution—and untapped promise—as a means to address harms arising from substance use disorders has often been overlooked.

President Bill Clinton is convening leaders from across the faith and public health communities to take action on the overdose crisis in 2021 and beyond. This work is more important than ever before, with an estimated 93,000 individuals dying from a drug overdose in the United States in 2020, the most of any year on record.

Through a partnership with the Clinton Foundation, Johns Hopkins Bloomberg School of Public Health, and The Centre for Responsible Leadership, national leaders from faith and science will convene to explore the promise of a collaborative relationship to reduce stigma about addiction, educate about prevention, treatment, and recovery, and advance policies and programs that save lives.

The next convening hosted by President Bill Clinton will be held at 12:30 p.m., EDT, on Monday, September 20, with a focus on how local, state, and national government policy, informed by critical research, is necessary to address substance use disorders and reverse a dangerous trend of increasing overdose deaths. The conversation will be moderated by Dr. Leana Wen, emergency physician, public health professor at George Washington University, and nonresident senior fellow at the Brookings Institution; and will feature Dr. Nora D. Volkow, director of the National Institute on Drug Abuse at the National Institutes of Health; and Sister Simone Campbell, a Roman Catholic Sister of Social Service, religious leader, attorney, and author with extensive experience in public policy and advocacy for systemic change.

This discussion follows an event hosted by President Clinton in May, on the role of racial and ethnic disparities in the addiction and overdose crisis, which featured CNN Chief Medical Correspondent Dr. Sanjay Gupta; Bishop Vashti McKenzie of the African Methodist Episcopal Church; and Dr. David Satcher, 16th Surgeon General of the United States.
